The Department of Environmental Affairs engaged Second Harvest to clarify and evaluate the legislative framework governing outdoor advertising in South Africa. Second Harvest was tasked to identify the key authorities and stakeholders at a national, provincial and local level, engage with them, and identify ways of improving regulatory shortfalls in order to develop a more comprehensive management framework for outdoor advertising. The scope of work included:
- Identify relevant authorities and determine responsibilities
- Consult authorities to gain input
- Assess current legislation’s effectiveness and provide recommendations
- Provide a framework for managing outdoor advertising
- Investigate the application environmental management tools
The SAMOAC document has served as a foundation for the majority of municipal outdoor advertising bylaws in South Africa. The first SAMOAC document was effective as it generated an awareness of what needed to be managed. As the market grew, emphasis was needed on how to manage effectively in order to formalize the market and establish a more effective and appropriate level of control.
