The Bitou Municipality in conjunction with the South African National Roads Agency Ltd (SANRAL) took steps in 2004 to improve public safety for commuters crossing the N2 National highway at Plettenberg Bay. Second Harvest in conjunction with Vela VKE consulting engineers developed and implemented a proposal for the development of an iconic pedestrian footbridge, together with a formalised taxi drop-off and collection zone.
The financial model incorporated funding from SANRAL for the bridge as well as a specialised infrastructure grant from the Special Municipal Innovation Fund for the taxi turn-around area. With Second Harvest's assistance the Bitou Municipality took the innovative step of linking the revenue potential from outdoor advertising on this highly visible site to the capital funding and maintenance requirements of the bridge infrastructure.
