Second Harvest was appointed by the Muscat Municipality to develop a Signage Master Plan for the city placing an emphasis on ease of management and practicality. The project incorporated an analysis of the outdoor advertising and media industries in the Middle East and Oman, followed by the development of operational and technical guidelines, a commercial signage policy, and a master plan that would eventually serve as the municipal bylaws and industry strategy on outdoor advertising signage.
The project was executed in phases beginning with an evaluation of the status quo, preparation of operational and technical guidelines, determination of appropriate industry fees and fines, establishment of relevant policies and manuals, and ultimately the drawing together of these phased deliverables into a comprehensive master plan.
The project was operationally focused requiring an in-depth evaluation of the municipality's existing operations and systems to provide practical recommendations to support suggested strategies.
Complementing the city aesthetic and protecting the urban heritage was paramount thus requiring stringent adaptation and application of Second Harvest’s management framework and tools. The scope of the project extended to first party signage which brought with it challenges relating to scale.
